Is it true that frankie randal was on steriods when he beat fought chavez?

randall failed to take a drug test after the fight & is obviously suspect..randall manged to fight half of the bout with broken ribs,unless your on some kind of stimulant you wont manage to fight with broken ribs,but the buzz was the chavez was not untouchable so they didnt make a fuss about the drug test,a boxer should automaticly lose if they refuse a drug test..so why did randall refuse the drug test after the fight?aaron pryor also refused a drug test after the arguello fight!
