Whats the deal with websites that charge you by your cell phone?

I accidentally put my cellphone number into a website quiz thing or whatever. There was no terms of use or anything indicating theyll charge me for it. But should it send a confirmation thing in my texts if it was to charge me or just automatically charge me without me knowing? Also, what would keep someone from just using someone they dislike's cell phone number?
