Is a society where alcohol is legal but taxes are high really freer than the reverse?

For example, was America in the 1950s really a freer country than America in the 1920s? During the 50s, taxes were high, but alcohol was legal. During the 20s, taxes were low, but alcohol prohibition was constitutionally mandated. Both decades were periods of prosperity.
