Is it the councils job to remove rubbish that was not mine?

i moved in my council house in november and had not really looked in the garden but decided to have a look today at the bottom to see how i can make it nice for the kids and i have found lods of rubbish at the bottom hidden by very bad fencing .it ranges from matresses,quilts,gl broken ,concreate posts ,nails and much more is it the council job to clear this as it was not my mess.
