How do you care for your shaved face?

I'm 17 and I don't think ALL of my facial hair has come out yet but I wanted to know if you have to put anything on your face after you shave? I just wash my face with water afterwards and the next day it fells all rough and doesn't look so good...any advice? Also, I think it might make me break out or make my skin all red....i'm not sure...
