How do ign a new 4096 mb paging file?

When you run low on RAM, Windows automatically pages what cannot fit into RAM onto the harddisk. What is happening in your case is you have far too much stuff on your harddisk and, this stops Windows being able to create a page file. Also, a page file is asynchronus meaning that, it will *automatically* write what it can't fit into RAM to the disk so, it could be less than 4096MB or more.
